The Chairman's Statement

I welcome this opportunity to record my appreciation for the expression of confi-
dence of the membership in electing me as Chairman for the 1968-69 year. I pledge
to you that I will do my very best to merit that confidence. I want also again to ex-
press - what I know to be the sentiment of the entire Section - our deep appreciation
to our immediate past Chairman, Horace P. Moulton, for the magnificent job he
has done during the past year in the administration of the affairs of our Section.
And I think the Section is most fortunate in having elected John E. Stephen as our
Chairman-Elect. John has made invaluable contributions for many years and will,
I know, continue to do so as Chairman-Elect, and as Chairman in 1969-70.
The 1968-69 year will represent the beginning of our Section's second half century.
I believe we have every reason to look forward to a year of continuing accomplish-
ment. All committee chairmen and vice chairmen have been appointed and are
listed in this Newsletter. (See, page 3.) Each chairman has been asked, after con-
sultation with his vice chairman, to select the membership of his committee.
Major burdens during the coming year will be carried out by the chairman of our
Program Committee, Justin Stanley, the chairman of our Standing Committee Re-
port, Reid Thompson, and the chairman of our Publications Committee, Ted Brophy,
who has consented to serve again in this capacity. We are also most fortunate in
having George Perrine, Francis Welch, and Jerry Seymann continuing to serve as
Section Delegate, secretary, and chairman of our Meetings Committee, respective-
ly. We can have every confidence that all of these assignments will be carried out
with the highest degree of excellence.
Essentially, it will be my purpose to maintain the high standards and traditions
which have developed over the years - and which have steadily enhanced the reputa-
tion of our Section and have enabled it to provide greater and greater service to its
membership and to the bar.  We will, of course,
continue our quarterly Newsletter and our Annual
Report, both of which have been achieving ever-
increasing recognition as useful and authoritative
publications for those interested in the public
utility field.

We will also work to advance the legislative pro-
posal, initiated in our Section and approved by
ABA, calling for an amendment of the Federal
Declaratory Judgment Act to enable a party to
obtain a declaratory judgment to resolve con-
flicting claims of federal and state regulatory
jurisd -tion. You will recall that a bill (S. Z788)
for this purpose was introduced in the 90th Con-
gress by Senator Tydings (D., Md.). This work
will be carried out with the Washington office of
ABA by our Special Committee to Study Juris-
dictional Conflicts in Regulation under Chair-
man Everett Willis. I am sure Everett will
welcome the assistance of members of the Sec-
tion furthering this legislation which is so
clearly in the public interest.
