Hawaii For Project
To Assist Judges
Next August, at the 1989 Annual
Meeting in Hawaii, the Section of
Public Utility Law will participate in
a project designed to assist the jus-
tices and judges of the Supreme
Court, the United States Courts of
Appeals, and the State Courts, in de-
ciding cases involving the electric,
natural gas, and telecommunications
industries.

incoming Chairman, R. Gordon
Gooch spells out the details of the
project, and how all Section Mem-
bers may participate in the program
in Hawaii.

Transcripts will be available
soon of programs presented by the
Section of Public Utility Law at at
the 1988 Annual Meeting in Toronto.
The programs include discussions of
public utility bankruptcy, recent de-
velopments under the AT&T Consent
Decree, and the showcase program
on energy trading between the
United States and Canada under the
new Free Trade Agreement.

Conference On
Electric Regulation:
Denver, March '89
The Second Annual Conference
on Electricity Law and Regulation
will be held in Denver, Colorado, at
the Brown Palace and Denver Inn, on
Monday and Tuesday, March 13 and
14, 1989. The conference will pres-
ent different perspectives on many
topics, including power supply op-
tions in the 1990's, federal-state juris-
dictional tensions, electric utility re-
structuring, and PUHCA reform. The
Conference will feature speakers
who are state and federal regulators
and who represent investor-owned
utilities, public power entities, indus-
trials, Independent power producers
(IPPs), and consumers.
The conference will also cover
legal and regulatory issues in imple-
menting state bidding schemes un-
der PURPA and in qualifying IPPs at
FERC; emerging antitrust issues; new
developments in State rate making
and in FERC regulation of wholesale
requirements service; transmission
certification, pricing and access; and,
possibly, new legal developments af-
fecting prudence review and plant
abandonment.
