The Chairman's Statement
With appreciation for his good humor and good sense, I congratulate the Section's,
retiring Chairman, David G. Macdonald, and his committee chairmen on the ac-
coinplishments of the past year and entreat all concerned to press upon this new
thairman advice and assistance in the tasks of the coming year. We look forward
to working with all members to further the Section's development.
Among other things, we hope to stimulate a broader activity of Section members
in the Section's work. To that end, we invite all members of the Section to inform
ua of any desire to serve upon any committee of, or otherwise to participate in the
work of, the Section.
We are distressed at the number of the membership which has remained rather
static for some years despite the growing interest in public utility law and regula-
tion throughout a broadening spectrum of the bar. We hope to have a vigorous pro-
gram of membership development.
Your Chairman would greatly appreciate suggestions from the members of the Sec-
tion as to the work of the Section. Suggestions for the Annual Meeting program
will be particularly welcome.
We further remind that contributions from all members of the Section of materials
for inclusion in the Utility Section Newsletter are welcome. Simply send your
report to the editor of the Newsletter at Suite 500, 1828 L St., N. W., Washing-
ton, D. C. 20036.
Some of the Section's projects have been addressed to problems still with us. Those
include a more ready resolution of federal-state regulatory conflicts, the national
strike in transportation, the diminishing law school interest in public utility law,
compliance with environmental necessities, shortages of gas, oil, and other en-
ergy sources, regulatory delays of multiple causation, inadequate mass transpor-
tation, adequate and appropriate public interest representation in regulatory pro-
ceedings, and other such matters of continuing concern. Moreover, an even more
commanding problem today appears to be the need for restoration of public confi-
dence in the utility industries to assure investment responsive to public needs.
The Section does not lack for opportunities.
The bylaws of this ancient and honorable Section, founded in 1917, state its purpose
to bring together . . . those members of the bar who are interested in the law
governing public services as from time to time developed and defined.  That we
hope we shall do, and with the purpose of fostering utility services fully responsive
to all reasonable public needs and fully fair to consumer, investor, worker, and
environment.
Finally, we remind that the 1976 ABA meeting, undoubtedly one of the outstanding
meetings of all time, will be held in a city famous for its hospitality and diverse
recreational opportunity. That city is, of course, Atlanta, Ga., and the dates are
August 7-12, 1976. Please mark your calendars and come.
