Created by the Treaty of January 11, 1909, [11 for the purpose of settling existing controversies and adjusting future claims, it may, upon occasion, become an administrative court of last resort, an executive body charged with the execution of treaty provisions, an international commission of inqpury, or an international court of arbitration.
