Comparatively unnoticed by the public, the International Joint
Commission deals authoritatively and successfully with some of the
most important issues in Canadian-American relations. Created by the
Treaty of January 11, 1909, [11 for the purpose of settling existing
controversies and adjusting future claims, it may, upon occasion,
become an administrative court of last resort, an executive body
charged with the execution of treaty provisions, an international
commission of inqpury, or an international court of arbitration. Since
its establis-ment in 1912 it has successfully decided more than thirty
cases in an average of less than eight months for each case, During
the first three years alone more disputes were adjusted than had pre-
viou1y been settled by diplomacy and arbitration since the American
