Introduction 'Women, Peace and Security Articles'


This special issue Security and Human Rights, titled 'Women, Peace and
Security' (wes), focuses on the pivotal role women play in conflict prevention
and resolution, as well as in post conflict reconstruction in the OSCE region
and beyond. The five articles highlight issues at the global level as well as at the
regionally level. They deal with women's underrepresentation and their differ-
ent roles in the peace and security agenda.
  Recent years have seen widespread targeting of women and girls in conflict
zones which led to a pushback on women's rights. Seventeen years after the
UN Security Council unanimously adopted Resolution 1325 (since then seven
more resolutions passed), the wps remains relevant and valuable in a world
that faces an increase in violence, conflict and extremism. In 2015 a global
study on the implementation of the UNSCR 1325 was undertaken and consul-
tations with the OSCE were held in the first half of 2015 in Vilnius. The aim of
this review is to identify gaps, challenges, emerging trends and priorities for
action. It found that, despite some progress, much of what was identified as a
good practice was a first rather than standard a practice.
  At the 15h anniversary of UNSCR 1325, a High-Level Review of the imple-
mentation of the Resolution was held and more than 18o commitments were
made by member states as well as regional organisations (also UNS CR 2242 was
adopted during this open debate), but unfortunately most of those pledges
remained an the rhetorical level. The latest annual open debate on 25 October
2o16, which was chaired by the Russian Federation, was a reality check that
demonstrated that hardly anything has translated into action. The undeniable
value of women's participation and the need to counter sexual and gender
based violence were mentioned, however disarmament and conflict preven-
tion have not had a very prominent role in the latest debate.
  For the OSCE it would be essential to make the wPs agenda more topical
and central to its work as well. Despite constraints there is room for more
