At the close of its October 1984 Term, the Supreme Court de-
cided Cornelius v. NAACP Legal Defense and Educational Fund,
Inc.' In a four to three decision, the Court upheld viewpoint-
neutral exclusion of legal defense and political advocacy groups
from participation in a federally sponsored charitable fund drive
