Highlights of the issue
The  first issue of the ninth volume of Police Practice and Research: An International Journal
(PPR) brings the global community of PPR  readers articles from several continents of the world:
Africa, Australia, and North America. One article, 'Their Reports are Not Read and their Recom-
mendations  are Resisted: The Challenge for the Global Police Policy Community,' which surveys
the state of affairs about 'reforming policing systems in transitional, conflict-torn, and failed
states,' has been co-authored by a North American academic with a European Police Consultant.
Another  article from North America,  entitled 'African American  Police Executive  Careers:
Influences of Human  Capital, Social Capital, and Racial Discrimination,' is by a practitioner, a
full-time San Bernardino  County  (California) Deputy  Sheriff Yet another  article, 'Spousal
Assault and the Child and Family Protection Unit (CFPU)  of the Uganda  Police Force' is by a
Commissioner   of Police in Uganda. Out of the three book reviews, one is provided by a police
practitioner, namely, Gary Bass of RCMP, Canada  (Informers: Policing, Policy, Practice, edited
by Roger Billingsley, Theresa Nemitz, and Phillip Bean, Cullompton, Devon, Willan, 2000). The
other two reviews are by academics, namely, Alex Vitale (Citizens, Cops, and Power: Recogniz-
ing the Limits of Community, by Steve Herbert, Chicago, Chicago  University Press, 2006) and
Brian Donohue   (The Last Word: Media  Coverage  of the Supreme Court of Canada,  by Florian
Sauvageau,  David Schneiderman,  and David Taras, Vancouver, University of British Columbia,
2006). Thus, the two goals of PPR,  namely, 'globalization' which implies contributions from
authors from various regions of the world, as well as a 'combination of practitioners and academ-
ics' as contributors to the journal, have made a definite progress as the years passed by. In its ninth
year PPR  is much nearer its spiritual mission.
    PPR  encourages publication of research that brings new understanding, better knowledge of
policing, and a smarter approach to police work. In 'Children's Conception of Police Authority
When   Responding  to Requests for Assistance' Martine Powell and her co-authors bring some
very interesting pieces of information to the attention of police practitioners. They say that
children tend to focus 'on the punitive role of police.' They are 'more willing to comply with
commands   or requests by police compared  to other authority figures.' So the authors present,
among  others, the following suggestions:

   Police officers who conduct investigative interviews are adequately trained to adhere to broad non-
   leading open-ended questions where possible.... Further, it highlights the importance of officers
   minimizing their authority in interviews with children (e.g., by removing their uniform which is so
   integral to young children's perception of police status.... Finally, the current findings highlight the
   potential value of community relation exercises where children are educated about the various roles
   of police officers and the boundaries of their authority. If (as we speculated) the increased compliance
   with police in this study was due to fear of punishment, then it suggests that children are adopting a
   relatively narrow and unrealistic view of the roles and privileges of police officers within the wider
   community.
