Highlights of Volume 7, Issue 1
In this first issue of 2006 of Police Practice and Research: An International Journal (PPR),
the contributors have grappled with a galaxy of globally significant themes: 'Proactive
Policing,' 'Elements Underlying Community Policing,' 'Erosion of the Rule of Law,'
'Race as a Tool in the War on Drugs,' and 'Police Legal Advisors.' Reviews deal with
other important themes like 'Colonial Concepts, Democratic Compulsions' in Indian
police and'Emotional Survival for Law Enforcement.'
  Curtis Clarke ('Proactive Policing: Standing on the Shoulders of Community-Based
Policing') has researched what PPR holds dear to its heart: collaboration between
research and practice for enhancing the quality of police service. He analyzes Edmonton
Police Service's (Alberta, Canada) efforts 'to implement a model of proactive policing.'
For this police agency it is an 'operational shift' which represents 'a logical transition
from ... community policing and problem-oriented policing.'
  Caran  Colvin and  Angeline Goh  ('Elements Underlying  Community   Policing:
Validation of the Construct') continue the underlying message of Curtis Clarke's
paper, namely, collaboration between police research and practice through a study
which'was part ofa larger project that evaluated the effects of computer technology on
community  policing in a large US city located on the west coast.' 'The study,' as the
authors observe, 'represents a bridge between theory and practice that could be useful
in redirecting the confusion about what community policing means.'
  Kposowa  ('Erosion of the Rule of Law as a Contributing Factor in Civil Conflict: The
Case of Sierra Leone') contributes to another goal of PPR: bringing the police experi-
ence-oriented lessons from far and wide. Analyzing the'case of Sierra Leone,'he brings
home  the sobering lesson that a dictator's self-serving actions undermined 'both the
regular armed forces and the Sierra Leone Police' which 'made future civil wars almost
unavoidable in the country.' Kposowa's research warns unthinking rulers against
undermining  'state legitimacy and the rule of law.'
  The issue of'legitimacy' raised in Kposowa's paper is carried forward in a different
context by Lichtenberg ('Driving While Black (DWB): Examining Race as a Tool in the
War on Drugs'). On the basis of the data'collected by the Maryland State Police (MSP)'
who were instructed to 'collect data on all searches conducted between 1995 and 1997
