From the Editor-in-Chief



As we embark  upon volume  18 of PPR, with the first issue, I am delighted to observe that we have
been blessed with an increasingly higher number of international contributions. In this issue, there
are articles from the UK, Australia, Norway as well as an article written about policing challenges in
one of the states in India. The issue includes six international and two domestic contributions.
   This issue carries more good news. Collaboration in policing, through research and practice, has
become  more  revered and sought after. Readers will find an announcement regarding the annual
meeting of International Police Executive Symposium (IPES; www.ipes.info), an affiliate of PPR. The
meeting, which will be held 6-10 August 2017, will be hosted by the Liverpool Centre for Advanced
Policing, John Moores University, and the local police. We are expecting researchers and practitioners
from around the globe, assembling in a most congenial venue, to discuss, debate, interact and exchange
contemporary  views on issues related to policing.
   The mission, mandate and aspiration of PPR - collaboration of research and practice in policing
- which are advanced by the book series, 'Advances in Police Theory and Practice' and 'Interviews
with Global Leaders in Policing, Courts and Prisons, will now be published by Routledge/Taylor and
Francis. Added to it will be another book series, IPES/Routledge Co-Publication Series. PPR readers
are invited to contribute to the series and thereby to the larger cause of enrichment of practice through
research and vice versa in the world of policing.
   As we begin a new year for the journal, I reiterate that PPR is what the authors, reviewers, and the
editors bring to it. We strive for contributions befitting our mission and goals. It is our endeavor to
encourage quality research that informs police practice around the world. On an annual basis, the
Editorial Board of PPR announces an award for the best paper published in the journal for that year.
We  will announce the winner and runner-up of the Best Paper Award for 2016 at the 54th Annual
Meeting of the Academy of Criminal Justice Sciences, held in March 2017 in Kansas City, Missouri.
   We  wish our readers, editors, particularly Mel de Guzman, Managing Editor, Justin N. Crowl,
Production Editor, and Peen de Guzman, Associate Managing Editor, who will be serving with great
distinction in their new positions, along with Irwin Cohen, Book Review Editor, Dusan Sipovac,
Associate Production Editor, and Tonita Murray, Associate Book Review Editor, manuscript reviewers,
authors and book reviewers A VERY  HAPPY  NEW   YEAR.
