EDITORIAL

From   the Editor-in-Chief


Beginning  2013, we are a new  managerial team with  Kam  Wong   (Xavier's University,
Cincinnati) as Managing Editor, Danika McCleod  (University of Cincinnati) as Associate
Managing  Editor, Melchor de Guzman  (State University of New York, Brockport) as Pro-
duction Editor, and Amanda  Chestnut (same university) as Associate Production Editor.
This is also the time that PPR's indomitable Production Editor in the UK office, Kathryn
White, is handing over to Stephen Kirton. We  became used  to being pampered by  Kat
and we  will miss her. We welcome Stephen most enthusiastically to our PPR team.
   As  they admirably glide into their new roles, I asked Mel and Kam to provide edito-
rial comments on the current issue under production.
   Dr. Melchor  de Guzman,  who  hails from the Philippines, takes a micro approach to
this first issue of 2013 in PPR's 13th year, and notes that 'a common theme of organiza-
tional control, management and productivity' runs through the articles that have formed
its contents. In An Appropriate Space: Chief Officers and Police Accountability (Bryn
Caless and Stephen Tong), Mel  explains, the focus is on 'three infrastructures for police
control in England and Wales known  as the Tripartite Arrangement' and the article pro-
vides 'a glimpse of the chiefs' views on how these forms of control impact administra-
tion and management   of their departments.' Editor de Guzman admires that Jon Shane
(Daily Work  Experiences and Police Performance)  can become  an important source of
'reference for police managers in understanding  their organization and police officer
behavior.' And, commenting  on the third article in the issue, (Katarina Norberg, Legisla-
tion vs. Morality -  a Police Officer's Ethical Dilemma)  Mel  lends credence to the
author's view that policing is a complex mission linked to its moral dimensions and it
embodies  the perspective that individual values may impact upon the way daily work is
accomplished.
   PPR'S  Production Editor, Dr. de Guzman, comments  that Carolyn H. Hughes-Scholes
and Martine B. Powell (Techniques used by investigative interviewers to elicit disclosures
of abuse from child witnesses: A Critique) 'provide their readers with descriptions of the
best practices on interviewing children by offering critiques on how best to proceed when
interviewing children' and present the authors' 'overall impressions on the weaknesses
and strengths of the officers during interviews.' In yet another article in the area of police
investigation, Tehri Kankaaranta (Factors influencing economic crime investigators' job
commitment), Mel  points out how ably the author argues 'that economic crime investiga-
tions tend to be time-consuming  and extensive and, therefore, clear work expectations
and work  balance are important in enhancing job satisfaction.' Dr. de Guzman explains,
in the last article (The Best of the Three Worlds: More Effective Policing by a Problem-
Oriented Approach  To Hot Crimes, Hotspots, Hotshots, and Hot Groups), three practitio-
ners, Versteegh, Van Der Plas, and Nieuwstraten dwell upon the crime phenomena in the
Netherlands. The authors argue that the key principles in these three strategies (i.e. pre-
ventive measures coupled  with repressive measures (POP), with collaboration from the
