       Jos6 Maria Arraiza
has spent the last two decades working on ethnicity and conflict matters both
as a field practitioner and as a researcher. He participated in the early days of
the UN  in Kosovo, the transition in East Timor, the human rights activities
of the OSCE Mission in Kosovo (2002-2008) - especially the Housing, Land
and  Property restitution for IDPs and refugees - and the diplomatic work
of the OSCE High  Commissioner  on National Minorities in Central, Eastern
and  Southeastern Europe. In Myanmar (2015-2019), he led a project for the
Norwegian  Refugee Council (NRC), which facilitated access to civil documents
through mobile  teams for conflict-affected communities in areas under the
Nationwide  Ceasefire Agreement. Arraiza holds a European Masters' Degree
on Human   Rights and Democratisation (E.MA), an L.L.M. on Peace Support
Operations (NU  Galway) and  a PhD in public law and minority rights (Abo
Akademi  University, Turku).

        Sara E. Davies
is a Professor at the Centre for Governance and Public Policy, School of Gov-
ernment  and International Relations, Griffith University, Australia; and Ad-
junct Associate Professor at the Monash Gender Peace and Security Centre,
School of Social Sciences, Monash University. Her current research focuses on
Global Health Governance and the Women, Peace and Security agenda. Davies
has been an Australian Research Council Discovery Australian Postgraduate
Award  Scholar (2008-2012) and an Australian Research Council Future Fellow
(2014-2018). Her research career has been devoted to identifying the politi-
cal conditions that deny humans access to civil, economic and social human
rights. To date, Davies research has produced three sole authored books, one
co-authored book, and seven edited books. She has published in Foreign Policy
Analysis, International Affairs, Review of International Studies, Medical Law Re-
view, and International Relations. Davies is co-editor of the Australian Journal
and International Affairs.

        Noel M. Morada
is Director of Regional Diplomacy and Capacity Building, Asia Pacific Cen-
tre for the Responsibility to Protect, University of Queensland. He is former
