INTRODUCTION
The phenomenon of climate change-also known as the
greenhouse effect or global warming-has been featured on the
international agenda since the 1980s. The risk of a significant
increase in global temperature during the twenty-first century, caused
by increased greenhouse gas emissions in the atmosphere, has led to
broad agreement among States to build a regime to control the
emissions of greenhouse gases. In addition to the natural component
of the greenhouse effect, it is the emissions of anthropogenic origin
that is held responsible for this phenomenon, notably due to the

University of Geneva since 1999, and the Head of the Department of Public
International Law and International Organization between 1999 and 2009. She has
been and is a visiting professor at the University of Aix-Marseille III, the
University of Paris I (Sorbonne), the University of Paris II (Pantheon-Assas), and
the Graduate Institute of International and Development Studies, and has been
invited as guest lecturer in numerous universities in Europe, North America, Latin
America, Africa, and Asia. She has gained a wide-ranging reputation in academic
circles for her contribution to international law, in such fields as the law of
international organizations, international economic law and international
environmental law, while at the same time being recognized for her practical work
as Senior Counsel to the World Bank and as advisor to many international
organizations. In the field of dispute settlement she has served as chairperson of
World Trade Organization (WTO) arbitration panels on pre-shipment inspections
and as an arbitrator for the International Centre for Settlement of Investment
Disputes (ICSID) and for other arbitration fora. She has acted as Counsel before the
International Court of Justice (ICJ) and other dispute settlement fora. She is a
member of the Permanent Court of Arbitration, a member of the WTO indicative
list of governmental and non-governmental panelists, an arbitrator of the Court of
Arbitration for Sport, and a Member of the list of Arbitrators of the French
National Committee (ICC). She holds a Ph.D. in international law from the
Graduate Institute (summa cum laude), has passed the Bar exam in France, has a
