*. Rt. Hon. Lord Howe of Aberavon, CH, QC has served in British
governments as Solicitor General (1970-72), Minister for Trade and
Consumer Affairs (1972-74), Chancellor of the Exchequer (1979-83),
Foreign Secretary (1983-89) and Deputy Prime Minister (1989-90). Before
that he had practised as a trial lawyer for twenty years. Since 1992 he has
been a member of the House of Lords, the Upper House of the Westminster
Parliament.
