Celebrating the 50th Anniversary of the Federal
Food, Drug, and Cosmetic Act
The Hyatt Regency Washington was a surge of activity
on November 28th through the 30th. Over 1200 people
attended the joint FDA/FDLI annual meeting to celebrate
the fiftieth anniversary of the Federal Food, Drug, and
Cosmetic Act of 1938.
FDLI Board of Trustees activities began on Monday,
November 28th with the annual Board meeting and a
tour of Washington, D.C. for all spouses. The annual
Board dinner capped the day's events at the Columbus
Club in Union Station.
Early Tuesday morning, the conference began with FDLI
President Frank Duckworth delivering the morning
welcome. Afterwards, attendees, speakers, and panel-
ists looked toward the future and discussed regulation of
foods, drugs, devices and cosmetics in the year 2000.
Gerald L. Barkdoll, D.P.A., the Associate Commissioner
for Planning and Evaluation of FDA moderated the
session and described the newly-completed study of the
future of food and drug regulation. Other topics relating
to future society and technology were given by Richard

B. Wirthlin, Ph.D. of The Wirthlin Group and Clement
Bezold of Alternative Futures Associates.
Richard J. Kogan, President and Chief Operating Officer
of Schering-Plough Corporation introduced FDA Com-
missioner Frank E. Young. Commissioner Young spoke
of FDA's general accomplishments and plans for the
future.
A panel, led by William J. Curran, J.D., LL.D, Harvard
School of Public Health discussed The Law: What It
Will Be, What It Should Be. Other topics of discussion
were Regulatory Implications of New Risk Assessment
Methodologies with Alexander M. Walker, M.D.,
Dr.P.H., Boston Collaborative Drug Surveillance Pro-
gram; FDA's Human Resources with Mark Novitch,
M.D., The Upjohn Company; The Implications of
International Changes on FDA with William B. Walsh,
M.D.; Consumer Protection and Freedom of Choice
chaired by Leroy L. Schwartz, M.D. of Health Policy
International; The Future FDA and Industry Relation-
ship with Alexander M. Schmidt, M.D.; and Changing
Roles in Health Care chaired by Mary O. Mundinger, Dr.
P.H~, Columbia University and presented by Charma A.
Konnor, Pharm. of FDA. Clement Bezold summarized
Tuesday's program.
