EDITORIAL
We have launched this journal with Hart Publishing in response to three main
developments:
 First, recent cases and reforms have shown that European competition law
and policy is increasingly intertwined with economic analysis and reasoning,
usually at a reasonably sophisticated level. It is time for a journal which
provides a deep consideration of European competition policy from both the
legal and the economic perspectives.
 Secondly, modernisation of European competition policy and enlargement of
the Union have provided exciting new challenges and opportunities for
practitioners, officials and experts to learn from one another. This journal will
provide a forum for that exchange of experiences, by providing not only
detailed reports of important current developments in all of the jurisdictions,
but also a platform for commentators both within and outside Europe to
comment on systemic issues that affect us all.
 Finally, to a large extent this journal is simply bringing together supply and
demand: for several years we have noted that authors of scholarly and
comparative articles which examine both the law and economics of European
competition policy have only been able to publish their work either in an
abbreviated format in existing law reviews, or in academic working papers
which do not reach a very broad audience. At the same time, the demand for
such deeper thinking on competition issues has grown apace. We believe that
discussion of European competition issues has matured to the point where we
can offer a European counterpart to the Antitrust Law Journal and Antitrust
Bulletin in the US.
Our first issue includes articles by respected academics, practitioners, officials
and jurists who are all deeply involved in European competition issues. They
blend an understanding of competition law with its economic underpinnings,
and make serious proposals on policy reform. For our Current Developments
section, our rapporteurs have combined their expert local knowledge with an
appreciation of the interests of their foreign counterparts in order to identify the
most important and systemic issues. This issue's section focuses primarily on
national antitrust developments related to modernisation; future issues will
include national reports on merger control and sectoral issues.
