El articulo 4°. de la Constituci6n nacional, que como lo dispone la misma Constitucion, prevalece sobre las disposiciones simplemente legales, dice lo siguiente: 'El territorio, con los BIENES PUBLICOS que de 61 forman parte, pertenece nnicamente a la Nacion.
