I believe in the law of the sea .... He who goes down to the sea or
lake and harvests the bounty has it as his. Men have always chal-
lenged the sea for fish, plankton, flotsam and treasure, and it's al-
ways been theirs to do with what they will. If a guy went down and
salvaged a cargo or a vessel, he was entitled to fair compensation.

I. INTRODUCTION
Maritime folklore recounts endless tragic tales of ships' demises ranging
from pirate attacks and violent hurricanes to mysterious disappearances
and wartime aggressions, from Noah's Ark to the Titanic and the Andrea
Doria. Tantalized by these legends and allured by the prospect of untold
