         In the Courts:
         George E. Warren Corp. v. EPA: The D.C. Circuit denied
         petitions to review an EPA rule that conditionally allows
         foreign gasoline refiners to use individual baselines,
         under the antidumping provision of the CAA's
         reformulated gasoline program, that reflect their 1990
         gasoline fuel property levels.
         Natural Resources Defense Council v. Fox: A district
         court granted in part and denied in part EPA's summary
         judgment motions in environmental groups' suit
         challenging both EPA's approval of New York's TMDL
         submissions and EPA's failure to intervene and establish
         TMDLs.
         In the Federal Agencies:
         EPA issued the RCRA hazardous waste identification rule
         for media.
         The federal agencies issued their semiannual regulatory
         agendas.
