INTRODUCTION
Risk occupies a prominent place in contemporary societies. It can be
found everywhere: in the business world, where it defines the scope of an
entrepreneur; in the financial world, where it is synonymous with the
impending threat of a crash; in the realm of welfare, where institutions
offering private or public coverage are concerned with protection from risk;
in the legal world, where it is the basis for establishing liability; in the
moral world, where concerns are raised about the number of government-
aid recipients; in the medical world, where it represents the unexpected in
therapy; and in the military world, where the notion of zero risk strategy
was first conceived. Risk also manifests itself in nature in the form of
