The community corrections perspective toward sex offender
management policies and collateral consequences: does
contact with sex offenders matter?

Since the 1990s, numerous policies have been enacted aimed at  Received 16 January 2017

research has suggested that contact with sex offenders may place a  consequences
significant role in shaping the attitudes of community corrections
professionals toward sex offender management policies and collateral
consequences. The current study investigates the effect of contact
with sex offenders on the perceptions of community corrections
professionals (n  209) toward sex offender management policies
and collateral consequences faced by sex offenders. Findings suggest
that contact with sex offenders does not influence the attitudes of
community corrections professionals, but several other significant
factors were revealed including parental status, political orientation,
race, tenure, sex, and age.
Following a series of high-profile sex crimes against children in the early 1990s, a new wave
of legislation targeting sex offenders emerged to satisfy public demand for increased pro-
tection from this subgroup of offenders (Comartin, Kernsmith, & Kernsmith, 2009; Kernsmith,
Craun, & Foster, 2009). Through public access to sex offender registries, a management sys-
tem of sex offender registration and notification (SORN) was created. SORN allows for the
monitoring of sex offenders not only by the criminal justice system, but by the general public
as well. In theory, SORN acts as a specific deterrent through the monitoring of currently
registered offenders and a general deterrent by discouraging potential offenders from com-
mitting a sexual offense for fear of being placed on the sex offender registry (La Fond &
Winick, 2004).
In addition to federal legislation, the states have taken it upon themselves to enact sex
offender management policies as well. Currently, more than 30 states in the US have resi-
dence restrictions that prohibit sex offenders with child victims from residing within a certain
distance of parks, playgrounds, schools, or other locations where you would commonly find
