The Chicago Journal ofInternational Law ( CJIL) (ISSN 1529-0816) is published twice yearly, in the summer
and the winter, by students at The University of Chicago Law School. The views expressed herein are those of
the authors and do not necessarily reflect those of the editors, CJIL, or The University of Chicago.
Subscriptions: Subscriptions cost $40 per year for domestic addresses and $45 per year for foreign addresses.

Submissions: CJIL seeks to publish articles making a significant and original contribution to the field of
international law and policy. The journal also considers book reviews on a limited basis. Submissions should be
sent to the Executive Articles Editor electronically through the Scholastica or ExpressO online submission
systems at <https://scholasticahq.com/> or <http://www.law.bepress.com/expresso>. Alternatively, submission
may be sent directly to CJlL by email at <cjil@law.uchicago.edu> or regular mail. CJIL considers manuscripts
throughout the year on a rolling basis.
Editorial Policy: CJIL is committed to publishing timely and concise scholarly work. CIIL prefers that
manuscripts not exceed 20,000 words. We discourage superfluous and tedious citations. Where a source can be
discerned easily from the context, the source need not be cited.
