At the hearing above wentioned both parties were given ample opportunity to present evidence and arguments with respect to the charges in question. As a result of the excellent presentation by both counsel it becma clear that the central issue in this case was whether certain occomodations offered by Mr. De-okos to the public could be described as a self-contained dwelling unit. Before turning to this question, however, certAin observations shouid be mad_.
