30th day of Septeober, 1963, as a Board of Inquiry under The Ontario
Hu-ran Rights Code to inquire into the above--entioned co-pLaints, I arrangad
for a hearing to be held on the 30th day of October, 1953, in Cotmittee
Roon No. 3, in the Main Parliarant Buildings, Toronto, Cntario.
At the hearing above wentioned both parties were given ample
opportunity to present evidence and arguments with respect to the charges
in question. As a result of the excellent presentation by both counsel
it becma clear that the central issue in this case was whether certain
occomodations offered by Mr. De-okos to the public could be described as
a self-contained  dwelling unit. Before turning to this question, however,
certAin observations shouid be mad_.
First, it should be noted that both Mr. Mundeba and Mr. Laws
had atteptcd to examine the abovc-mntiorc.d accoc-radation of Mr. Dorrokcs
with a view to renting it. Mr. Donrkos did not deny this fact an~d, without
