Cognitive behaviour therapy for sex

offenders. Too good to be true?

The Sex Offender Treatment Programme (SOTP)  was established in England and
Wales in 1991. It was designed to provide integrated assessment and treatment for
sex offenders in prison (HM Prison Service, 2005). It now runs in more than 20
prisons, and about 1000 prisoners go through it every year. Prison Service figures
from 2005 show that about 80% of these men are child sexual abusers, 15% rapists
and 5%  sexual murderers. The SOTP costs about E6000-E7500 per annum per
offender (Evenden, 2008). In a May 2010 publication - What Works With Sex
Offenders? - The National Offender Management Service (NOMS)   (2010) set
out their continued full support for it, concluding

  Large scale reviews indicate that cognitive behavioural programmes which follow the
  risk, need and responsivity principles are the most effective forms of intervention for
  sexual offenders.


  We   recommend  that interested readers find a computer now and locate the

   'What Works With Sex Offenders?' was one of a series of documents written by
officials in the Rehabilitation Services Group of NOMS to provide an overview
of the NOMS  strategic approach to reduction in risk of harm and re-offending by
offenders with a history of perpetrating specific offences. Others in the series
include domestic violence or substance related offending. We understand that
these papers were developed as a reference tool rather than for policy development.
The Ministry of Justice refers to them as fact sheets. When we read What Works
With Sex Offenders?, however, we were surprised and wondered whether the
available evidence had been adequately considered. We identified at least eight
statements that we think should be regarded as controversial.
