NAFTA's Labour Side Agreement Five
Years On: Progress and Prospects for the
NAALC

in this article, the author reviews the impact of the North American Agreement
on Labour Cooperation (NAALC) in the 5 years it has been in effect. The author out-
lines the /I Labour Principles on which the NAALC is based, and describes some of
the complaints that have been lodged by labour organizations and interested parties.
The administrative structure that processes complaints and administers tile NAALC
is also described. The author argues that the NAALC has been a positive force for
labour rights advocates and has furthered international labour solidarity. The
NAALC creates an accessible regime with no limitations on a party's standing to
bring a complaint. Although the results of some complaints may not be drainatic or
immediately apparent, the increase in public awareness and political concern ,for
these issues is valuable. Inter-jurisdictional cooperation anong labour rights advo-
cates has led to a strategy to strengthen the NAALC's protections, and provides a use-
fal blueprint to face the challenges to the labour movement of the twenty-first centu-

1. INTRODUCTION
The North American Agreement on Labour Cooperation
(NAALC) resulted from tensions in the American political arena
during the 1992 presidential election. Democratic candidate Bill
Clinton was faced with a dilemma. His opponent, President George
