Institutions are overcrowded, and seemingly the bigger the institu- tion the more overcrowded it must be. There is not enough work to go around, and the milling, idle prison- ers create other vexing problems for the prison management. Paradox of the Prison But most of all a warden's job is made perplexingly difficult because the objectives of the prison are not clear.
