SALUTATORY.
The Fraternity of Phi Delta Phi was founded nearly twenty years
ago, at the Michigan Law School, with the avowed aim of establish-
ing among the students of that institution.a select society modelled
after the college fraternity, which should bring together the brightest
spirits of each class and enable them to develop the social side of
student life more fully than would be otherwise possible. The idea
was successfully carried out, and for ten years a prosperous organi-
zation was maintained at Ann Arbor without establishing branches
elsewhere. A Chapter was then placed at the law school in Chicago,
Ill., and a second one at the law school belonging to the Illinois
Wesleyan University. The Chicago Chapter seemed to lack vitality,
and in a few years died from indifference, to be revived afterward
under happier auspices. In 1881,a Chapter was established at the
Columbia Law School, and at a convention of the Chapters held the
next year the government of the fraternity was completely reorgan-
ized, and a new constitution was adopted. This constitution pro-
vided'for an executive council of three, who should carry on the
work of the fraternity in the interim between the conventions, and
under it a majority of the existing Chapters have been formed. It
outlines a system of government only and leaves to each Chapter
the complete direction of its own affairs. Since the formation of
