THE NEW SECRETARY.
General John W. Noble, the new Secretary of the Interior, is a native
of Ohio, and was a college-mate of Mr. Harrison at Miami University,
and is a graduate of Yale. At the commencement of the war he en-
listed as a private in the Third Iowa Cavalry, and was promoted to
the rank of Brigadier General for gallant and distinguished service.
At the close of the war he settled at St. Louis, and soon took rank as
one of the most eminent and successful members of the bar.
The only public office he has held was that of U. S. District At-
torney.
ON March 3, I887, Congress passed an act providing for the adjust-
ment of railroad grants, and conferring special rights and privileges
upon certain entrymen and settlers and purchasers from railroad corn-
