       The editors of the Asian-Pacific Law & Policy Journal (APLPJ) are proud to present
our Fall 2015 issue (Volume 17, Issue 1). Our staff has put together a diverse set of distinct
articles that examine an array of significant and interesting legal topics. This issue contains
three articles and one comment, covering a variety of legal issues and policy explorations in
the nations of Japan, China, and India.

       The first article we present in this APLPJ Issue is, Gender, Law and Policy: Japan's
National Action Plan on Women, Peace, and Security. It is written by Jody M. Prescott, Eiko
Iwata, and Becca H. Pincus. The authors discuss the challenge of how Japan's long-term
declining birth rate has forced the Japanese government to institute a national action plan
to increase the participation of Japanese women in the economy and government. The
authors analyze how this national action plan bolsters the responsibilities of Japanese
women in the nation's military forces, specifically in regards to the Japan Self-Defenses
Force program. The article concludes by discussing the overall evolution of the national
action plan, and predicting the future of Japanese women's roles in governmental positions.

       The second article is entitled How American Common Law Doctrines May Inform
Mainland China to Achieve Certainty in Land Sale Contracts. The author, Dr. Wei Wen,
explores one of the most significant legal problems confronting Mainland China today,
which is whether or not written form is mandatorily required for the formation and
enforcement of land sale contracts. This article compares China's current contract law
structure with legal systems of the United States, the United Kingdom, and other western
nations and delves deep into the intricacies of land ownership and land contracts in
Mainland China.

      We continue the coverage of legal issues in China with the comment, Procedural
Perils: China's Supreme People's Court on the Enforcement of Awards in International
Arbitration. The author, Alyssa S. King, discusses refusals by People's Republic of China
courts to enforce arbitral awards obtained by foreign companies against Chinese
companies. She finds that, based on cases which suggest the Supreme People's Court is
concerned about what it views as procedural problems rendering a process unfair to
Chinese companies, foreign parties must overcome protective attitudes towards local, PRC
companies based on perceived bias against them abroad.

       Our final article is entitled Disjuncture in Law, Policy and Practice: The Situation of
Child Welfare in India's Conflict Affected Regions. Written by Dr. Samrat Sinha and Dr.
Upasana Mahanta, this article addresses the pervasive problem of violence in India and
compiles various reports which show correlation between such armed conflict with long-
term physical and psychological consequences inflicted upon its child victims. Dr. Sinha and
Dr. Mahanta go on to map out the national policies, legislative frameworks and schemes
designed to address child protection and child development issues in these regions, along
with state assistance programs established in conflict-affected regions. The authors end by
drawing attention to the need for systemic reform in formulating mechanisms for child
