              THE NEW PRESIDENT'S FOREWORD

  I am dedply conscious of both the honour and the responsibilities that have been
bestowed  upon me  with my  election to the Presidency of the Australian and New
Zealand Society of Criminology. To follow, some ten years after his death, in the
footsteps of that inspiring leader of criminological thought, The Honourable Sir John
Barry, is as humbling as it is challenging. Even though always in awe of the man, I
greatly appreciated Sir John's guidance and friendship in the last years of his life. It is
a mark of the high esteem in which he was held that his name has been memorialized
in many ways. The University of Melbourne, in close collaboration with this Society,
conducts an annual lecture in his honour and outstanding criminology students are
awarded medals  bearing his name. The Law School of Monash University has named
a Chair after him, and  the library of the Australian Institute of Criminology in
Canberra has also been dedicated to his memory. Despite all of this, I believe that
the  most  fitting memorial to  Sir John  Barry is the  advancement   of sound
criminological thought and practice; and it is this that the Society was established to
achieve.
  Every  area of  criminology, whether  it is concerned with  police, courts or
correctional work, or with the incidence or definition of crime, is potentially a
minefield of emotion, rhetoric and controversy. In some ways the emotional side of
the criminological debate provides a stimulus for continued interest in this field, but
I would like to suggest that the lasting contribution that criminology can make will be
in the extent to which criminologists are able to defuse the emotionalism. In my
view, criminology stands for the rational and objective assessment and debate of
matters which are prone to provoke strong passions. Anger, fear and disgust are all
common   human   responses to pain, danger and deviance, but for too long these
emotive reactions have formed the basis of our attitudes to crime and criminals and
hence  the basis of criminal justice policy in this country and  elsewhere. As
criminologists we are committed   to raising the standard of the debate, and  a
significant vehicle for doing this is this Journal. In the period of my Presidency I will
do all that I can to ensure that this Journal continues to improve in quality, size and
circulation.
  In  the twelve years that this Society and its Journal have been in existence
criminology in Australia and New  Zealand  has developed to quite a remarkable
extent. The volume  of criminological research, the output of publications and the
number   of people who  are calling themselves criminologists, have all increased
markedly  over this period. Even though notable progress has been made, it cannot
be claimed that the Society and Journal have developed to the same degree. Apart
from an expanded Journal, the most urgent needs are for increased membership and
more  opportunities for us to meet and  discuss matters of mutual interest.
  All criminologists in Australia and New Zealand are extremely disappointed that
the Sixth United Nations Congress on the Prevention of Crime and the Treatment of
Offenders is not now to be held in Sydney later this year as originally planned. The
