At the present, concepts of animal welfare are well entrenched in many national
laws. While there does exist a draft treaty that would seek to create a global anti-
cruelty standard,' there is no adopted international treaty built upon the principle of
prohibiting unnecessary pain and suffering for either domestic animals orwildlife. On
the other hand, there are many international agreements that address environmental
concerns, and wildlife are clearly important in that area.2 However, as will be shown
below, the concerns of the existing treaties are about protection of species, not the
life and death of individual animals.

Treaties reflect the global social attitudes about animals. The treaties of the past
century reflect the evolving social attitudes about wildlife that existed at the time
