Big Part of Year's Work
PLANNING OTHER PROJECTS

Rehabilitation of returning veter-
ans, particularly with respect to the
legal problems they face and the as-
sertion of their rights under the GI
legislation, will be the principal ob-
jective this year of the American Bar
Association's Junior Bar Conference.
This was announced by Thomas F.
Healy, Washington, just appointed
by Charles S. Rhyne, Junior Bar
chairman, also of this city, as nation-
al director for the Conference's Pub-
lic Information Program.
To Discuss Legislation
Plans are under way, said Mr.
Healy, to have lawyers discuss var-
ious aspects of the GI bill of rights
in communities all over the country,
and there will be nation-wide radio
broadcasts of a round table nature to
take up and answer questions about
the GI bill.
Another objective of the program
this year will be to acquaint the pub-
lic with major undertakings of the
American Bar Association, including
its administrative law and traffic
court improvement. efforts.
Four other objectives are included
in the Junior Bar agenda:
Educational Efforts
1. To inculcate a deeper under-
standing of the democratic way of
life and the need for the citizen to
fairly exercise his or her rights as a
citizen.
2. To bring to the attention of the
public the threats to the American
way of life, and. the necessity for
every citizen to do his or her part to
preserve that way of life.
3. To suggest effective outlets for
American citizens to express thdir
spirit of loyalty to the United States.
4. To co-operate in such manner as
may be deemed advisable by the Coun-
cil with any agencies promoting the
war program and preparing for post-
war activities.

Adoption of a three-point program
for regulating and standardizing the
procedure of California's administra-
tive boards and bureaus was an-
nounced by Chief Justice Phil S. Gib-
son, chairman of the State Judicial
Council.
The council acted on the report of
a committee that had been studying
the problem for over a year at the
request of the Legislature.    The
council's recommendations will be of-
fered at the 1945 legislative session.
Staff of Hearing Officers
The legislation contemplates the
substitution of a Department of Ad-
ministrative Procedure in state gov-
ernment for the present Department
of Professional and Vocational Stand-
ards. In addition to the duties of
the present department the new de-
partment will have a continuing re-
sponsibility for improving the op-
eration of the state's boards and
commissions. It will also be required
to maintain a staff of trained law-
yers as hearing officers.
Under the council's legislation
these hearing officers will conduct the
quasi-judicial proceedings of state
agencies, though the full power of
decision is to remain in the hands
of the boards.
To Enact Procedure Code
A second proposal which the coun-
cil will make is the enactment of an
administrative procedure act which
will constitute a code of fair proced-
-ire for the boards. Because of the
complexity of the problem the act
now proposed does not attempt to
solve all administrative problems at
this time, but it does cover more than
30 state agencies which have the
power to license citizens to engage
in certain professions and vocations.
The council will propose, lastly, a
statute clarifying and simplifying
the procedure by which the decisions
