ABA Enters 70s With New Action Programs Designed
to Meet Looming Professional and Social Problems

The dawn of a new decade found the Association
involved in making plans and implementing programs
to help meet pressing problems of the profession, gov-
ernrent and society,
The past year saw both an end of one phase and
a beginning of others in the Association's continuing
efforts to elevate standards of bar and bench conduct
and discipline.
Adoption A The House of Delegates at the annual
meeting in Dallas adopted a new Code of Professional
Responsibility which is replacing the 60-year old
Canons of Professional Ethics. President-elect Edward
L. Wright chaired the four-year project to codify and
strengthen the ethical standards for lawyers.
But completion of the drafting marked the begin-
ning of efforts to bring about adoption of the new
code in the states. A special committee was named by
President Segal to implement the code. With former
President Earl F. Morris of Columbus, Ohio, serving
ais chairman, bar associations and courts across the
nation began adopting the code effective Jan. 1 It is
expected that the new provisions will be in effect in
most states before the end of 1970.
Discipline A As the ethics code was being imple-
mented, another committee was finishing its two-year
task of developing standards for better enforcement of
lawyer discipline. The Special Committee on Evalua-
tion of Disciplinary Enforcement, headed by retired
Supreme Court Justice Tom   C. Clark, prepared a
preliminary analysis of discipline problems and tenta-
tive recommended solutions.
Copies of this document will go to members of the
House, bar officials, and others interested in lawyer
discipline with requests for their comments, The com-
mittee expects to offer its final report and recommen-
dations to the House for consideration in August. They
are expected to be comprehensive and far-reaching in
scope.
Judicial Ethics A Adoption of the code for lawyers
also paved the way for reevaluating ethical standards
for judges. Chief Justice Roger J. Traynor of the Cali-
fornia Supreme Court was appointed by President
Segal to head a nine-member Special Committee on
Standards of Judicial Conduct° The committee is ex-
pediting its work with a view to completing its recom-
mendations for House consideration early in 1971.
Judicial Administration A President Segal also has
announced ABA plans to launch a comprehensive re-
view of existing overall standards of judicial adminis-

tration with a view to developing new guidelines to
modernize court operations
Court Executives A Another court administration
project--establishment of the first training course
to develop a corps of skilled business executives for
both federal and state court systems-As scheduled to
be launched this year, The Board of Governors already
has authorized an application for a foundation grant
to cover the cost of a two-year program to train 60
court administrators in three classes of 20 trainees
each. The courses would span six months each.
President Segal and Chief Justice Warren E. Burger,
who has called the lack of qualified administrators one

Membership in the Association grew about 50,000 in
the 1960s. A report at the Midyear meeting in 1960
showed 95,500 lawyers were members of ABA. On Dec.
31, 1969, more than 145,000 lawyers were Association
members. Membership increased about 9,000 in 1969
alone. Statistics show that more than a third of the
members of ABA are under 36 years old. The Young
Lawyers Section on Dec. 31 had 50,756 members.

dural delays and improving court performance, an-
nounced plans for the project jointly in mid-January.
Subject to obtaining the necessary foundation financing,
the first training group would be enrolled this summer,.
Legal Education A To better prepare young lawyers
for assuming their places in the profession, the Asso-
ciation is developing plans for a joint study with the
Association of American Law Schools of the adequacy
of present law school curricula and methods of prepar-
ing students in both the theory and practice of law.
The American Law Institute also is participating in
planning.
Corrections A The President also has projected an
action program to improve corrections procedures and
resources, Chief Justice of the U.S. Warren E Burger
has suggested ABA take the lead in that effort,
Other Areas A In other activities, the Association
also expanded the range of its efforts to find solutions
to governmental and social problems.
