ICAO's Future Air Navigation

          Systems Committee:

   A United States Perspective

    At its first meeting, the
International Civil Aviation
Organization (ICAO) Future
Air Navigation   Systems
(FANS) Committee agreed
that one of its objectives is to
identify needs and subse-
quently to consider the satis-
faction of those needs by: (i)
systematically identifying
world aviation needs for the
next 25 years; (ii) considering
potentially applicable tech-
nologies which may cost ef-
fectively satisfy the identified
needs; and (iii) laying the
groundwork   for any  re-
quired  international stan-
dardization by appropriate
bodies of ICAO and other or-
ganizations.
    The order is not an acci- 1  -

it. It really should be the other way around; a need or a re-
quirement should be expressed first, then new solutions
must be thoroughly tested against other, perhaps less costly,
alternatives. Even more important is agreement on what a
requirement really is. Said straight out, a requirement for a
new system or a new capability is a need we have identified,

                          no less. This point is all-im-
                          portant because our industry
                          has changed in the last few
                          years. Until not so long ago,
                          any new technologies that
                          promised benefit were eager-
                          ly embraced by the industry
                          and by government. As the
                          industry has matured, it has
                          become more money-con-
                          scious and more skeptical. In
                          today's market, a new tech-
                          nology must have clear and
                          obvious    benefit-and
                          soon-if it is to be viewed
                          seriously, especially if the in-
                          vestment required is either
                          unknown or prospectively
                          high.
                              But what is the atmo-

zations in other countries will provide major improvements
in the services provided by the air traffic control and air
navigation system. At the end of our United States moder-
nization, it is reasonable to assume that:

   Automation Program or similar automation, will be far
   more flexible, and more automatic, than it is today, and
   will be far along to permitting automatic creation and
   transmission of conflict-free clearances. The functions of
