DEPARTMENT WILL HOLD PUBLIC HEARINGS AND ISSUE
STATEMENTS ON AIRCRAFT ACCIDENTS

Any serious accidents occurring here-
after to civil aircraft will be investi-
gated in public hearings and the find-
ings as to causes will be made public
by the Secretary of Commerce. Au-
thority to broaden the scope of accident
investigations has been given to the
Bureau of Air Commerce by an amend-
ment to the Air Commerce Act passed
in the last session of Congress and ap
proved by the President.
The amendment also provided for:
More specific authority for regulating
airlines.
Granting of limited registration to air-
craft owned by aliens.
More specific authority in connection with
rating of parachutes.

Authority to charge a part of the ex-
penses of public hearings on denial, sus-
pension or revocation of licenses or certifi-
cates to applicants for the hearings, where
evidence brought forth is not sufficient to
warrant reversal of the Department's origi-
nal decision.
A requirement that persons owning a
bridge, transmission line or other struc-
ture crossing navigable waters provide lights
and other markings for protection of air
navigation.
Pursuance of development on aircraft,
aircraft power plants and accessories.
The new authority in accident in-
vestigations enables the Bureau of Air
Commerce to hold public hearings on
civil aircraft accidents, to administer
oaths, examine witnesses, require the
preservation of evidence and issue
