In February 1993 Clover Moore, the Independent Legislative Assembly member for
Bligh, introduced into State Parliament her Anti-Discrimination (Homosexual Vilific-
ation) Amendment Bill, which was based on the current New South Wales racial
vilification legislation. The Bill was passed in the Legislative Assembly but was
blocked in the Legislative Council because of a lack of support from the government.
One of the main arguments for failing to support the Bill was that the
government would be introducing a more comprehensive Bill than that introduced
by Clover Moore.
John Hannaford, the Attorney-General, released a draft of that Bill in June 1993.
The Attorney-General's Bill covers not only homosexual vilification but also
vilification of people with HIV or AIDS.
Current provisions in the Anti-Discrimination Act 1977 (NSW) relating to
discrimination against people on the grounds of homosexuality remain, as do the
provisions regarding sex, marital status and age, while the ground of racial
discrimination is broadened to include ethno-religion and descent.
The previous separate grounds for discrimination for physical impairment and
intellectual impairment have now been combined under the one heading of
