SECTION CHAIRMAN WHITNEY
HARRIS PREDICTS FINEST PRO-
GRAM EVER FOR ANNUAL
MEETING
Chairman's Message
In this dynamic and challenging era
for all lawyers, none of us can af-
ford to remain ignorant of day-to-day
developments in administrative law.
President Kennedy's message to Con-
gress on administrative regulation,
his establishment of the National
Conference on Administrative Pro-
cedure, and the changes and proposals
for change in agencies like the ICC,
FCC, SEC, and NLRB are typical of
the scope and magnitude of adminis-
trative law today. Even the lawyer
who has not traditionally practiced
before the federal agencies finds it
necessary today to keep up with the
processes and practices of agencies
like the Veterans' Administration and
Social Security. We do indeed live in
the era of the administrative state;
and our program for the Annual Meet-
ing will offer every lawyer an oppor-
tunity to learn more about how ad-
ministrative law affects his practice.
As the program in the adjoining
column makes clear, we will focus
on specific agency practices, prob-
lems of judicial review, and propos-
als for achieving greater fairness as
well as greater efficiency in the
administrative process.
We'll have a busy and enjoyable time
beginning on Saturday, August 5th,
at noon and running through Tuesday,
August 8th, at the Section's Head-
quarters in the Coronado Hotel. Ken
Teasdale has made magnificent plans
for us as Chairman of our Annual
Meeting Committee. (cont. on p. 2)
