Judges Accept Police Officers as Experts
Too Quickly, Critics Say

YRANSEE HARRIS SAID HE WAS
just walking down the
street, minding his own
business, on the night of
Sept. 19, 1996, when a
police officer suddenly
appeared from out of
nowhere, called him ovcr
and started giving him a
hard time.
But the Mansfield, Ohio, police officer, Patrolman
Brent Snavely, told a federal court jury a completely dif-
ferent story. Snavely said he had been staking out a sus-
pected crack house when he noticed Harris stop at the
corner, look around, bend over as if to fish something out
of his sock or his shoe, and then continue walking with
something apparently cupped in his hand.
Harris also seemed to be walking erratically, Snavely
testified, and wore a rolled-up pants leg. That, Snavely
said, was a sure sign on the street that somebody had
drugs to sell.
