VER THE SUMMER, THE U.S. NAVAL WAR COL-
lege staged a simulated cyber-attack on
U.S. targets. They called it a digital Pearl
Harbor, trying to plot what a concentrated
computer-based attack on telecommunica-
tions, Internet, financial and power grid
systems would look like.
According to analysts, hackers trying to
attack the government's fortress-like securi-
ty systems protecting water, electricity and
other utilities would need in excess of $200 million to carry it off.
By comparison, simple crimes like stealing and selling credit card
numbers over the Internet, swiping intellectual property, and engaging
in piracy and unauthorized use of digital IDs have become routine
with the rise of hacking software that lets even novices break into un-
protected computer systems. Every month, flaws are found in software
that almost every American with a computer has on his or her machine.
