dollars into programs to reform
the U.S. justice system and help
legal immigrants. George Soros
made his fortune as a business-
man, but he's giving much of it
away to legal groups that help
those at the lower rungs of society.
Critics charge he has a liberal
agenda that will hurt society more
than help it. In particular, they
point to his support for drug
legalization. Supporters say he
helps lawyers help others, by
giving to pro bono programs and
supporting measures to ensure
accountability in the profession.

FATAL FAILURES
Scott Strothers (right) knew he had to stop talking about
his plans to kill the 14-year-old girl who spurned his advances
if he wanted to gain release from a psichiatric hospital. He
was able to fool his psychiatrists and a judge, and then he
killed Penny Chang. The system finally put Strothers away
when he pleaded guilty to the murder. The case illustrates
how difficult it is to find the right balance between public
safety and individual freedoms.

WHO KNOWS BEST?
Legal protections for the mentally ill also may shield them
from effective care. Now the critics are pushing for new laws
to force those with serious diseases of the mind into
treatment. But authorities are reluctant to use the laws that
are already on the books, and funding for treatment is scarce.
As a result, jails and prisons have become the nation's largest
mental institutions.
