SUBJECT s 3-13 Nay Interrogatien of NOSEIKO

     1. Although I have attended all nine (9) sessions in the current

phase of t.OSEtiKO's interrgation, I as yet have been unable to deterine

the reasans for the intorregat.f{) conduct and canner and the true purpose

of the phase itself.

     2. As the interrogator noted in the beginning, he is to be concerned

only with certain personal :atters. The intbrrsgation of NOEUKO along .

ouch lines and '.LEMKO's responses -- neithor have produced any change in

ity opinion of k7OSEtKO nor have appeared to have opened up any new, useful

er valu:.ble infornation to us.

     3. Perhaps, from the psychologists' point of view, this interrogation

has been of none value; but, even if this is se, I cannet see it from a

review of his reports. These reports all contain basic errors arising from

the psychelegist's lack of knowledge of Soviet meaality and his lack of

eperienco with the true nature of Soviet tan. The psychologist is nt

prepared to properly deal with ann evaluate ftSE1a0 because NDSEJiXO is

first, a Russian; second, a Soviet; third, a Cosmmist and, in addition to

all of this, a highly trained intelligence agent.

      4. 0osEM(0 is one of a kind. It is quite likely that the psychologist

never has exporier.ced such a personality before. Then, with the wide

difference in thcir backgrounds and the psycheleist's resulting inability

to understnd ticSEtO's character, it is unerstandable that he cannot

properly juage Jit(0 and hiis conduct. The--mest -we can o o l in
