     1.  (Field Co~mnt: The following,   report should be read
in conjunction with    S-314/01096-68  (1   4068) and
               LZ      4089) , which reported that Fernando
Moe  Fontanills, a Cuban  oxile in Costa Rica, was  ervinzg as
-n intormediary  in negotiations between Ludwig Otarke Jimonez,
a Costa Rican right-wing  estrcmist, and Rolando  INWaIrrer, a
Cuban oile   in the United Statoo3 who was involved in plotting
against the government  of President Rone Duvalier of Haiti.
The negotiations  dealt with a plan whereby Starke would pro-
vide a  etaging nroa for an invasion of Haiti by Haitian and
Cuban exiles  under Masforrer's loadership.  In return Rao-
ferrer,  if cuccoasful, would subsequently support a move by
Starke  against the Costa Rican Government.  Colo was reported
to be  planning a trip to Vow York on 21 February 1968 to  talk
with Casferrer  and the latter'a representative in the negotia-
tions,  Father Diego madrigal Alvarez.)


     2.  When Uslo returned  to San Jooe on 2 March after
visiting Now York City  and Hiami, Florida, he was detained
and searched by  security officials at the airport.  Among
Calo's possassions  the occurity officials found a letter,
signed by Ilelo, addressed to Father Diego madrigal, Bew York.
The letter was  dated 9 February 1968.3 It was typewri ,on on
letterhead  stationery of Rogelio R. Pinto Inprecou. RCosta 'o1ru
