MEMORANDUM FOR ThE  P.ECORD

          1 olsndo Masferrer, Jr.

Conversation with


      2.  On Sunday,  2 July 1972, from 1800 to MOO  hours
at Ithe >anghai Restaurant, Arlington, Va., I met with
Roland. Masferrer, Jr.   (Masferrer is unwitting of my Agency
enployment.  My cover  story is that I am a Progra  Office
wSth the State Department.   I supposedly work in a research
capacity for the A aerican republics Area until te  tine 1
can ve programoed  to enter the next Foreign Service Institute
clas's.)

      2.  Masfterrer and I, old National Guard comrades, had
not seen one anctnier for S mcnths.  We had dinner and later
went on a  tour of a artent  sites in the District and northern
Virginia.  During  the course of the conversation, he z lated
the events of  his trips to Memico and his recent trip  (June
1972) to Colombia  in the course of his job as 4 ice-president,
Sales, Military  Airmament Corp.

          Mexico:   Suliect mentioned the trouhlr the '.ixican
Government  is having with leftist guerrillas,      icularly in
two western  states.  iie claimed the rebels were beinp trained
in part by  U.S. adven-turers who claimed to be er-ranger, airborne,
-arine or  Secial  Forces types, many with Vietnam exnerience.
The Arericans  were training the rebels in return  for money and
marijuana  and a piece of the drug smuggling action.  The
America:is operated under the nom de guerre Force  Seven.
This  are  Force Seven claimed to have connections  and affil-
iations  in Guatenala.  Subject claimed even to  have participated
in a small  firefight with the Mexican Armyafad the J-adicial
.Policc against the guerrillas in an effort to prove  the worth
of his  particular military products.
