         SUBJECT:  Robert A. Mahou


             Mlr. Robert A. :Maheu eras born on 30 October 1917 in
        Waterville,  laine.  He graduated from Holy Cross College in 1940
      - and is married with  four children.  1-b© was employed as a
        Snecial Agent with  the FBI from 1940 to 1947, and upon re-
        -signing from the Bureau, formed a private enterprise doing
        business as Dairy  Dream Products.   This venture culminated
        in bankruptcy in 1952.   He then re-entered Government service
        with the Small Business Administration  in  ashington, D. C.,
        and was appointed Special Assistant  to the Administrator with
        the specific duty of Director of Security.   In February of
        1954, he was forced to resig  ffro SyA because of  political
        reasons, determined to be the result of backing  the wrong
      - political party in the election.  He then set un his own
        investigative organization known as Rouert A.   ahou Associates.

             M r. ch 9heU was recruited by the Office of Security in
       G    iarch of 1954. tie as previously ::no:n to Mr. Robert H.
       Curnninyam  (deceased) who  as, at tiat time, Chier, Special
       Security  Divisio,  tirough their mutual employment by the
       FIe.  Cued ingham saw in Maheu a covert asset who could be
       utilizer by te  Office  in extremely sensitive cases.  -'iti
       the approval of  the Director of security, Subject was offered
       a proposition  lerein  he was to receive $S5o.oo per  onth,
       with t e stipulation  that he mov  into his own office and
       that he be on call for  aniy assignments by the Office of
       Security.  Ie agreed to this and  i  erndiately took steps to
       move out of his   srea, ;here e rented desk space in a suite .
       occupied by Camine  S. Bellino, a former PBI agent  and CPA.

            Ire July of 1954,  iaheu was engaged by 'British shipping
       interests  to check on Aristotle Onassis' activities while
       in the  nite3 States.   his included technical coverage  of
       Onassis' ;Newr York~ office. -It was later learnedl th~at the
       principal British interest was Stavros liarcnus atd tha
       the ultimate goal of this task was to scrap the On:assis/  
       Saudi oil deal.  Maheu took the jo  but conditioned sis
       acceptance with the fact that :io would do nothing in  ical -
       to tre Ut. S. Governnent. Any information developed of interest
       to the United States ns  to be passed by Maheu to the appro-
       pria1te Dovernmeat a~gcncy.
