She was believed to be controlled by Indian Intelligence and it was thought that she might be an agent for any of several governments including England and Russia. She was an associate of David Gilmore BALDvWIN and was suspected of stealing security documents from him. There is insufficient information reaarding Jesse CORE, Clay SHA 's associate, to positivt.ly idrntify him as D.^LD'iN's friend, Jesse kR. CORE. but it seems quite probable that thtey are the same. BALD WIN is from New Orleans and it ,ould appear that his friend COU.L is also, in as much as he s ums in all probability to be the husband of a b rs. Jess CORE . nee: Lucy cuggles, who as of 1956 was said to be married to a man in the State Department and to bc somewhere overseas, and as of 1957 was said to reside in New Orleans, Louisiana...
