1. According to a rews-aper column of Allen and Scott in t*e
Chicago A;erican of 6 Dece::cer 1.963, on the OSWALD Case, Abrwai CFTAW-=,
Legal Officer of the State Department, was one of two persons im--
mediatel.y responsible for OSWALD's being permitted to return to the
United States from the Soviet Union in June 1962. The other indiviuv l
naned was Llewallyn THOI:FSOIH,- the. then Ambassador to Russia. Another
said to have been involved in the handiling of OSWAID' s case was S'±uol
WISE, Counsel of the American Embassy in Moscow. .
2. Abram CHAYES, #352234, who as of 16 February 1961. was describei
o as the new Counsel in State, was granted Security anproval for liai%.:
contact with J. Foster COLINS (in the office of the Chief of the Cov r-
