pertod 17-10 Oci.obor. The first converastion was with an utrdetntified
Cuban, believed to bo a macnber cf a group of wi-,lthy anti,A99TJ1 Cubana,
sc+:b.ea of which hve talked to Mr. Pawley recently about their
plan. for asbotugo of tho coming aurar harvoat as reportad in UI)A-32
dated 2 October. Thm second Cuban waa AJTA(-1, a Cuban journalist
of oprottonal intorest to Station Habana,. and a soparsto nrxormadum
in subnitted on that conversation.
2. . The unidantifiod Cuban, who had soMwhat of an accent and
spoke indietinctlv, was difficult to understand. 'e menticncd a
meeting with vomo of our paople who came up from Cuba to discuse
plans. He said hie group had been contactod by a representative of
,Oneral Jose Elautorio P1DRA7.A, leader of Cuban revolutionary groups
in the Dominican Ropublic, who wanted to know what action their' group
had takon and taes told that they had a plan to start uabotage. The
Cuban said the FEDWDA2A representative said their group (the PDRAZA.
group) had four provinces organised in Cuba, mentioning Conaguey and
Santa Clara, and that they had two provinces yet to be organi sed -
Habana and Ma'tonszas.
3. The .Cuban said his group needed two things -- moral backing
and monay; he pointed out that Cubans in Cuba are afraid to start an
underground movement, and there .was no way to raise funds, etc. Mr.
Fawley gave him no encouragement on the money angle, saying that even
if there were Akerlcans willing to run the risk of. becomia  involved
in Cuban revolutionary sotivities by furniahing money for a&.ch a
movement, which he doubted, he felt that at the present time it would
be like putting money down a rat-hole for the following reasons,
(1) there is no unity among .the anti-CAMD groups, and there are a0
least 10 that he knowe of who are working absolutely indepoendently of
one another; and (2) CASTI) Ls, in control of the country and has the
support of a larro. nuner of Cubann, especially the under-privileged.
Xr. Pawley said he felt the Cuban econooic situation was woreening
fast and that if it gvte bad enough, a large nuber of Cubana will
turn on CASTMI; but until that time coes it would be dangerous to
try to organise a revolutionary uovetmant.
