Jabon of the Federal bureau of Investigation and Kr. Whedbee of CIA, information concerning recant discussions between U. S. Government representatives and.Dr. )'t0 Cardona, head of the Cuban Revolutionary Council, in set forth in the folboving paragraphs. On 31 October 1961 representativeS of the Department of State. and the Central Intelligene Abency met with Dr. 4IRO and read him a policy paper which had been agreed upon by the two agencies. In this paper the U S. Government reiterated its confidence in Dr. EfIIO and expressed the hope that he would continue to lead the fight against the CASTRO Negime until Cuba is liberated. It was stated that the United States regards the Cuban Revolutionary Council as the central point of contact in dealing with Cuban exiles, and at every appropriate opportunity will lend the CRC all appropriate assistance to becoce the unquestioned leader and unifying foce of the Cuban exile conmunity. To this and the United States will arren-e that exile groups other than the CRC now receiving direct support will benecforth receive this same assistance through the CRC. It was. pointed out that the pssibility alwaye exists that new exile sroups will form which ray, in the U.S. view, aerit direct support if they are. unilling to work with the CRC) in such instances the CRC will be kept fully informed. 1104-10227-10136
