Around noon of 24 March 1961 Mr. Carr advise- us telephonically that he had been in touch with Miro Cardona. Miro intends to appoint Varona, y Hovia, Carrillo, Artime and Ray (or Pasos) to the Council. 2. Miro wnnted to be advioed whother Varona and Hevia would be acceptable to positions as ecretaries of Defense and State ( biro did not fool strongly as to which of the two got which position). The other abc-vo-u ,nticned in- dividuials would temporarily act n miniators without portfolio. Eten the appointmnte to tho positizo of Utate and Dofenzo would n t now be announced. Carr wanted to know if the foreGoin ; was alright with us. 3. The quostion of the boat suited candidate for the positiun of Secretary of Defeno van discussed by Messrs. Noel and Droller aubsequent to Mr Carr's telephone call. Mr. Carr shald try to porouado Miro to give Artina the portfolio of Dafenso Secretary{ Carr could give a9 reasons for cur foelin;o Antle's popularity, his ycuth, hio ability and readineos to go into Cuba together with the aosult force. b. If 9iro does not want Artime assigned to this pcoition, -Carr should inform Miro that our next perforence vould be Carlos Hevia; our reasons are that Varona might raise many problo -in view of his well-known position concerning striok Cuban control of troops at this particular time. a. Whatever developc during this forthcuning meeting with Miro, Mr. Carr should at all tines be most flexible and not dr-nd nnything. Mr. Carr was also sdviued to tell Miro that we would prefer only the man given the portfolio of Defonso to accopany Miro on his forth ing trip to the cmps. If however either Hovia or Varona wore Eivan the portfolio, then we foel either one should be accozpanied by Artime for reasons already stated above.
