SUBJFCT:         RFE in Turkey
ACTTON NECESSARY: Will you please decide or cause to be decided the
following question: Shluld the Sational Ca nzittee for a Free Exirom
in its approach to Turkish antannrities exploring the possibility of
creatinz an RFE statin .in Turkcey contact Turkish au.1 rities as a
non-governmental private Coemittee or as a CIA-financed institution?
Background
1. The State Department has asked that RFE not aporoach Turkish
authorities until VOA's atte nt to get into Turkey has been accepted
or refnsed by the'Turksi The Denartment has now given the 4oice of
Amrica until 15 January to conclude its negotiations with the Turkish
Governnent. These negotiations appear to be leadin, r vhere and, on
the assumption that VOA will-not gain entrance tj Turkey, the Depart-
mient'has authorized RFE to begin negotiations on the anove date.
2. Bob Lang, Bill Durks and Y.r. Wadsworth, forvr Aazseedor
to Turkey, as well as the 1:T Division have all bhr' in or. discussions
as to hcw `CFE should aonroach the Trks. Mr. Vad'-wvrth counsels
that all cards be laid on the table, and he bites-his reasrnirg on
his :belief that the Turks will kcnou about it- anyhow: :nd that PRFE is.
likely to got further if it coeAz clean. The NE Division on the
other hand hopes that the aciroach can be that of a rrivae committee
and that no mention need be made of CIA's interest.
3. Your advice on the abcve question will not corstnrute approval
of the building of a Turkish station or of oterations from Turkey. By
PR' decision at the last hearing on W(V!'s budget these -1estions in
Tturkey rust be brought back here for aprval if the attitude of the
Turks is favorable.
