    Report of  PBPRLNE Citizen on Connections with  Ecuadorean
ACTION REQUIRED REFERENCCES

      '.. The following paragraphs  are quoted frm  an ODENIY  report resulting
froa an interview  with Identity.  The  addreanees are requested  to comment on
the   ubject's vtatements and to send to  Headquarters information  concerning the
bject's   activities  in Ecuador bearing  on his etatemaents.

          A.  On  August 29, 1960, Identity was  interviewed by ODEMYY  at his
     request.  Identity  related that he had  just returned fron a trip  to Ecuador
     wbmE  ha  had been offered a job to represent  that country as an  agent in
     PBPRIE  atd  h   swas seriously considering this offer. While in Ecuador,  he
     had conferred with  four individuals who be  believed would run the new
     goveroment which was  to be sworn into office  on August 31, 1960.  These
     persons were identified  as follows:  Jaime   ebot Velasco, iMinister of
     Developasot; Pedro  J. Meneuden Gilbert, ?iayor of Guayaqui  l cuadolr;
     Luis Noboa, an Ecuadorean  businessman; and Enrique  Ponce Lq, a Senator
     and partner of Noboa.

          B.  According to Identity,  the now president of Ecuador,  Jose Earia
    Velasco  Ibarra, has been elected  to that office for the  fourth tine and
    is an  aged person.  The above-listed  individuals will  control and operate
    the  Government of Ecuador with  the approval of Ibarra.  As  a result of
    h;.e conferring with the above persons,  Identity expressed  the belief that
    Nobot  will be the strong in the government.   He described  those individuals
    as patriotic  with a sincere desire to better  the plight of the  cma~on
    man in Ecuador.   Identity stated that all  of ther are definitely  pro-
    PBPRIMg and  Nebot said that all Identity  has to do is toll him what roPJNS
